2009年至今發(fā)布的新移民政策的彙總

1. 技術(shù)移民配額確定爲(wèi)10萬8千100人，移民部長解釋是經(jīng)濟(jì)危機(jī)，所以砍掉了2萬多個(gè)名額，約減少20%

該配額適用于2009年7月1日至2010年6月30 包括下述類別：

* 雇主擔(dān)保(例如ENS121/856 RSMS 119/857)

* 州政府擔(dān)保(例如有州擔(dān)保的137, 176, 882, 886)

* 符合CSL清單的獨(dú)立技術(shù)移民或親屬擔(dān)保移民(主要有:符合CSL的175/885 未批完的136/880等)

* 商業(yè)移民Business Skills 132/160/161/162/163/164/165/890/891/892/893

* 符合MODL清單的申請(qǐng) ---注意這個(gè)清單會(huì)在近期更新!!!

* 其它技術(shù)類移民申請(qǐng)---大多數(shù)學(xué)生現(xiàn)在就是這一類

注意：除掉商業(yè)移民、雇主擔(dān)保等類別，實(shí)際上真正符合留學(xué)生的獨(dú)立技術(shù)移民配額可能不到10萬。當(dāng)然，如果經(jīng)濟(jì)狀況轉(zhuǎn)好，配額可能又會(huì)增加很多。目前專家預(yù)計(jì)澳洲經(jīng)濟(jì)最早將于明年下半年反彈!

2. 雇主提名移民優(yōu)先處理，以應(yīng)對(duì)本地雇主對(duì)技術(shù)工人的需求;

3. CSL清單的引入，給沒有擔(dān)保的獨(dú)立技術(shù)移民卻有緊缺技能的人加快移民;

4. 技工類移民申請(qǐng)語言要求大幅提高：

除了優(yōu)先排序之外, 政府還公布了一些列關(guān)于“非擔(dān)保類”的獨(dú)立技術(shù)移民技工職業(yè)的要求，主要針對(duì)普通TAFE留學(xué)生在澳洲沒有公司擔(dān)保，沒有直系親屬，只有靠自己獨(dú)立移民的申請(qǐng)人。

* 英文雅思要求將從4個(gè)5分提高到4個(gè)6分，這個(gè)改變將率先于2009年7月1日應(yīng)用在海外遞交的申請(qǐng)上，並將于2010年1月1日應(yīng)用于境內(nèi)申請(qǐng)。

* 2010年1月1日起遞交的境內(nèi)onshore申請(qǐng)，必須和境外offshore申請(qǐng)一樣，必須通過一個(gè)工作能力測(cè)試。這個(gè)測(cè)試的目的也是爲(wèi)了確保申請(qǐng)人真的具備提名職業(yè)的技能。

注意!

澳洲移民部沒有宣布把專業(yè)分降低，只是提高雅思要求到6分。

5. 新的條例提出了一個(gè)JobReady技能測(cè)試的概念

其實(shí)幾年前TRA就有做過類似的考核，通過考試後就可以通過TRA評(píng)估，只是後來申請(qǐng)人太多，來不及安排考試，所以被取消了，改用900小時(shí)代替。現(xiàn)在如果要恢複，我們就要看移民局和TRA到時(shí)候具體宣布政策了。但是有一點(diǎn)是肯定的，如果你英文不過關(guān)，參加面試也是不利的。目前移民局說該考試還在研發(fā)中，需要征求政府和各行業(yè)的意見。其終極目的是參加測(cè)試並且通過的學(xué)生可以立刻投入工作中去，所謂的hit the ground running. 目前該測(cè)試的價(jià)格，考試有效期等信息還沒有最終決定。

6. 關(guān)于新政策的過渡期問題

移民局說對(duì)于技工在讀學(xué)生，該決議沒有過渡期，因爲(wèi)移民局認(rèn)爲(wèi)TAFE的要求一般是5.5分，學(xué)完2年澳洲學(xué)曆後，大部分學(xué)生是應(yīng)該可以提高到6分的。

There will be no transitional arrangements for overseas students enrolled in trade courses.　 Applicants who apply for a student visa to study a Certificate III trade course are expected to have an English language level of an IELTS 5.0 if they enrol in a preliminary 20 week ELICOS course, or 5.5 with no preliminary ELICOS course.　Given that overseas students must have studied for a total of two years in Australia before being eligible to apply for GSM, it is reasonable to expect that most students should improve their English to IELTS 6.0 over this period.
